Chinese Paper Recycling Standards Likely

paper recyclingSpeakers at a recent paper recycling conference in China sponsored by RISI and the Chinese Resources Recycling Association suggest that industry standardization is on the horizon.

A key reason Chinese recovered paper standards appear likely is the rising levels of fiber collections in that country. About 50 million tons of recyclable paper are collected annually in China. However, bale quality varies widely, and several experts at the conference suggest this will change, reports RISI. This view was supported by an official from the country’s Ministry of Industry and Information Technology, who spoke at the Beijing conference.

China’s recycled material import from UK have increased more than tenfold over the last decade.

In the EU, Germany produced 3.6 Mt of crude steel in September 2012, a decrease of -2.2% on September 2011. Italy’s crude steel production for September 2012 was 2.4 Mt, down by -7.8% compared to September 2011.
France’s crude steel production for September 2012 was 1.3 Mt, a decrease of -3.0% on September 2011. In September 2012, Spain produced 1.2 Mt of crude steel, -10.3% lower than September 2011.

China has less tolerance for contaminated plastic import

“We don’t want your rubbish,” is the message China increasingly has for British exporters of contaminated recyclables.

recycled plasticsAlthough the British government has goaded households into increasing recycling, little of the recovered materials are processed domestically and are instead shipped to China, according to a report in The Telegraph. Seventy percent of plastics recovered for recycling in the U.K. are sent to Asia, according to the paper.

However, China increasingly has less tolerance for contaminated low-grade plastic imported from the U.K. Citing information from the U.K.’s Environment Agency, The Telegraph found that so far this year 17 containers holding 420 tons of plastic destined for Asia were turned away.

Bernard Chase, purchasing manager at Linpac Recycling, told the paper that if this trend continues, it will leave the U.K. with a “mountain of plastic.”
The situation has been a source of unease in the British plastics recycling industry. In September, the Packaging and Films Association, an industry group, bristled in response to a new government mandate aimed at increasing recycling in the U.K. The association argued that if China continues to turn back British recyclables, the U.K. would be stuck with a backlog of recovered plastics due to the lack of recycling infrastructure in the country.
Scotland is considering measures aimed at improving the material coming in and out of material recovery facilities.

There have also been reports of China cracking down on contaminated paper bales.
